Nicole C. Davis

Nicole joined Baskin Richards as a member in the summer of 2014.  Nicole is a consummate results-oriented, decisive leader with a track record for counseling senior executives in spearheading operational improvements and developing multi-level strategic partnerships.   She has served as Deputy General Counsel for then-Arizona Governor Janet Napolitano who was appointed Secretary of the United States Department of Homeland Security in January 2009.  More recently, as the Chief Counsel for the largest division of the Arizona Attorney General’s Office, Nicole has also advised two Arizona Attorneys General and four Directors of the Arizona Department of Economic Security (DES).   As principal counsel to DES’s senior management, Nicole represented Arizona’s primary social service agency with over 250 offices and 10,000 employees responsible for more than 100 social service programs across Arizona’s 15 counties.

Nicole’s public sector work has required that she develop a detailed understanding of and opine on a variety of legal issues ranging from a comprehensive restructuring of the delivery of social services, to the prosecution and media management of high profile litigation, to the development of resources to address human trafficking and the safety of children in an assortment of communities.  Nicole has designed internal and external programmatic offices, regulatory complaint financial programs, conducted a myriad of internal investigations, and performed regular risk assessments.  She has represented her clients before all three branches of government, in both administrative and judicial tribunals at every level, and has defended them collectively in more than six special action petitions before the Arizona Supreme Court.  Nicole’s subject matter expertise encompasses a host of topics including Medicaid funding, child welfare, developmental disabilities, early intervention programming, benefits and medical eligibility, family law matters, executive clemency, election law, minority contracting and, among others, judicial appointments.

Nicole’s private sector experience includes work as an associate at (Perkins Coie) Brown & Bain, P.A., where she focused on trademark and general business litigation, and prior work for such well-known companies as News Corporation, parent company to 20th Century Fox, and Motown Records.  Her professional and personal affiliations include two five year appointments as Commissioner for the City of Phoenix Planning and Zoning Commission, Director for the Greater Phoenix Black Chamber of Commerce, prior Presidency of the Arizona Black Bar Association, participantion on the Super Bowl XLII Emerging Business Committee, and membership on the University of Arizona College of Law Board of Visitors as well as the Ad Hoc Selection Panel for the State Bar Leadership Institute.  Nicole has co–authored one publication: The Door to Open Governments in Arizona,” Tapping Officials Secrets: The Door to open Governments in the 50 States and D.C. 

Nicole received her Bachelor of Arts degree in Speech Communications from California State University Northridge.  She completed her Juris Doctorate at the University of Arizona and is admitted to practice law before the Arizona Supreme Court, the Arizona District Court and the California Supreme Court.

She is married and the proud mother of three: two girls and a boy.
