As Chief of Staff and General Counsel to the Democrats at the Arizona Senate, Peter advised leadership on policy and strategy. He also counseled lawmakers on constitutional matters, on ethics, conflict of interest and other laws governing officeholders, and on litigation involving the Legislature. Peter is respected at the Capitol for working effectively with lawmakers on both sides of the political aisle.
At the Solicitor General’s Office in Arizona, Peter represented then-Secretary of State Janice K. Brewer in high-profile litigation in state and federal court concerning the constitutionality of Arizona election laws and other legislation. Peter also enforced state campaign finance laws. In 2006, Secretary Brewer presented an official proclamation to Peter expressing her personal appreciation for his quality service.
Peter exhibited the same level of skill and commitment as a commercial litigator in the Phoenix office of a national full-service business law firm. Peter also practiced several years at a prominent boutique law firm in Phoenix focused on complex litigation, appellate advocacy, and special matters.
On his path to the legal profession, Peter advised U.S.-based and overseas clients at a communications and public relations consulting firm in Washington, DC. He also spent four years at an NGO in Washington, DC strengthening democratic institutions overseas. Through his work, Peter observed elections in Haiti, Guatemala and Chile, and traveled to Bangladesh, Burundi, Colombia, Ethiopia, Kenya, Liberia, Peru, Panama, Rwanda, Seychelles, Tanzania, Venezuela, and the former Yugoslavia.
Peter graduated cum laude from the ASU College of Law in 2000, where he served on the First Amendment Moot Court Team. During law school, Peter interned for U.S. District Judge Robert C. Broomfield and U.S. District Judge Earl H. Carroll. He is admitted to practice in the State of Arizona, the U.S. District Court in Arizona, and the Ninth Circuit Court of Appeals.
